2009年6月30日，欧盟官方公报公布了新的欧洲玩具指令2009/48/EC，对玩具饰品及部件的材料种类、化学元素以及迁移限量做了规定。新的玩具指令定于2013年7月21日开始正式实施。
玩具或其部件中化学元素的迁移限量适用于可能被使用或考虑到儿童的行为方式可能接触到的玩具或者部件。而因吮吸、舔、吞咽或长期触碰等方式而接触到玩具的方式则不包括在迁移限量的范围内。
迁移限量值根据玩具材料的不同而有所区别，可分为以下三类，具体的限量为：
